Eleven Power to submit Gurgaon, Nuh rollout plan of parallel supply in 60 days
The company said its rollout would take place over five years across five divisions — city, sub-urban, Manesar, Sohna and Nuh

Gurgaon: Eleven Power, the newly licensed power distributor, has said the detailed first-phase plan, including the localities to be covered and the division-wise schedule, will be submitted to Haryana Electricity Regulatory Commission (HERC) for approval within 60 days. The private company has said it’s planning to begin supplying electricity in 2027-28.With the toss-up between Eleven Power and existing electricity distributor Dakshin Haryana Bijli Vitran Nigam (DHBVN) for the city residents soon, the company said its rollout would take place over five years across five divisions — city, suburban, Manesar, Sohna and Nuh. Nuh will be included from the first phase, with households, farmers, shops and industrial consumers covered across the rollout. Eleven Power said it would follow the timelines prescribed under HERC’s Supply Code and use a simple digital application process. The city residents will be able to choose between DHBVN and Eleven Power once the private company’s distribution network becomes operational in their locality. However, consumers will have to wait for the regulator’s approval of the company’s detailed rollout plan and switching protocol to know when they can make the change and what the process will involve. The company said consumers would continue receiving electricity from their existing distributor until Eleven Power’s supply becomes live.In its response to questions from TOI on the rollout following HERC’s grant of a parallel distribution licence for the city and Nuh, an Eleven Power spokesperson said, “The precise timeline will be confirmed after HERC approves its first-phase implementation plan.” The company said it would make the approved rollout schedule public, allowing residents and businesses to establish when the network would reach their areas. For existing consumers, the key question is how easily they can change distributors. Eleven Power said consumers would be able to opt for its services as its network becomes operational in their area, subject to the approved switching protocol. “The proposed process is designed to be simple, with applications accepted online and at customer relationship centres,” said the company. The switch would be made against a verified final meter reading to ensure transparent billing and avoid disputes. The documents required and the time taken to complete the transfer will be specified in the protocol awaiting HERC’s approval. On questions about what happens to security deposits, outstanding electricity dues, smart meters and sanctioned loads when they change distributors, Eleven Power said its switching protocol would address these issues. It added that consumers currently receiving supply at 11 kV would continue to receive it at the same voltage after switching. The company said all consumers in areas served by its network — including households, high-rise societies, shops, offices and industrial units — would be free to choose Eleven Power without discrimination between urban and rural consumers. “Consumers will also be able to choose their distributor again, including moving back to the existing licensee, with the process to be detailed in the approved switching protocol,” said the company.Faster new connections and load enhancement are among the company’s proposed service offerings. However, the locality-wise dates for accepting applications will be announced after the detailed implementation plan is approved. To address service-related concerns, Eleven Power said it would provide a dedicated grievance redressal forum, access to the electricity ombudsman and compensation under HERC’s standards of performance. It also promised to publish its performance every quarter. The company said it would build and maintain an independent network and coordinate with DHBVN, Haryana Vidyut Prasaran Nigam Ltd (HVPNL) and State Load Dispatch Centre (SLDC) to ensure a smooth transition.
