Gurgaon: MCG has declared Tower-J of Chintels Paradiso in Sector 109 a dangerous building and directed its developer, Chintels India, to demolish the structure within three months, subject to statutory approvals and Supreme Court directions. Towers D, E, F, G and H have already been demolished after being declared unsafe. The order, issued by MCG commissioner Pradeep Dahiya under Section 265(2) of Haryana Municipal Corporation Act, 1994, says the tower is structurally unsafe and likely to endanger people occupying, visiting or passing near it. The order relies on an IIT Delhi structural assessment, which found significant distress in the building, deterioration of reinforced concrete members, excessive chloride contamination, corrosion of reinforcement steel and loss of structural durability. The institute concluded that Tower-J was unsafe for continued occupation. The order takes effect immediately and does not replace other statutory permissions.Until demolition, the developer must barricade and fence the site, display danger signs, prevent unauthorised entry and deploy round-the-clock security. It must protect adjoining buildings, roads and public places during the work. Before demolition, the company must obtain MCG approval for a construction and demolition waste management plan, register on the civic body’s C&D waste portal and comply with the 2025 waste management rules, CAQM directions and dust-control measures. Debris must be transported only to authorised facilities. If the developer fails to comply, MCG can take steps to remove the danger, including demolishing the structure, and recover the expenses from the company as arrears of municipal tax.The developer must carry out demolition through a competent agency at its own cost and responsibility. The three-month period will include compliance with restrictions under the Graded Response Action Plan (GRAP). Any extension can be granted only by the commissioner. The order refers to the Supreme Court’s order dated Sept 3, 2026 and records the court’s direction that unsafe towers be vacated by Jan 1, 2027 and redevelopment commence on or before March 31, 2027. The action follows the structural failure in Tower-D of the project on Feb 10, 2022, which caused loss of life and raised concerns about the safety of other towers.A committee constituted by the district administration also found the tower unsafe for habitation and recommended permanent closure and demolition, saying repair and rehabilitation were not technically viable. The order cites the collapse of a portion of a balcony in Tower-J on Jan 12, 2024, as further evidence of the continuing risk. Chintels India had submitted a representation on Sept 29, seeking permission to demolish Tower-J through its appointed agency, Edifice Engineering. MCG has directed the company to begin demolition immediately after lawful vacation and completion of statutory pre-demolition requirements.
